- Followingan intervention aimed at the DG Agriculture, CEETTAR has secured compensation for rural contractors (RCs) for losses linked to the value of investments in specialist machinery
- The European Regulation stipulates that 10%of the aid must be reserved for beet growers AND agricultural enterprises.
- The Member States are required to distribute these subsidies based on objective and non-discriminatory criteria.
- In Italy, Denmark and Belgium, the authorities have legislated in compliance with this recommendation.
- However, in Germany, France, the Netherlands and the United Kingdom, negotiations with the national authorities remain tense and difficult. The average offer presented to contractors is equivalent to less than a third of the total subsidy proposed by the Commission.
- Will it be necessary for CEETTAR to organise itself and call for protests in order to refuse these national restructuring plans, which flout the European requirements yet must be approved by the Commission?
Public consultation by the DG Enterprise & Industry:
On the preparation of a Regulation on agricultural vehicles
CEETTAR was officially consulted during the summer on the future of legislation on the approval of agricultural vehicles. The Commission plans to replace the 24 existing directives with a new Regulation.

Perspectives and outlook
For CEETTAR, rural development requires the creation of employment opportunities by innovative enterprises. Our conference in May 2008 produced concrete proposals on this subject, including: the creation of a consultation platform for contractors / customers / consumers / workers, permanent workshops and national working groups.

In order to protect the future of RCs, CEETTAR distributes this Best Practice Guide to its members. It defines their contribution to compliance with Community and national standards, which form a condition for agricultural aid, both in terms of the quality of the enterprise and its environment, health and safety and traceability of its products.

Identifying obstacles to professional mobility
The Services Directive of 12 December 2006 aims to create a true internal services market for January 2009. In order to benefit fully and show ourselves in the best light, it is in all our interests that the free circulation of machinery should be real and effective. When it comes to day-to-day activities, everyone knows that this is far from being the case due to the many recurring obstacles. In our recent survey, conducted in partnership with a diverse and representative group of enterprises, we highlighted at least three major areas that continue to present problems:
- Approval of tractors,
- Approval of agricultural machinery
- Driving licences
In order to promote discussion and proposals, CEETTAR is currently leading an initiative entitled: Facilitating professional mobility: Reducing constraints and exceeding expectations in order to increase employment. |
